Abstract
Pemerintah mengembangkan Kurikulum Tingkat Satuan Pendidikan (KTSP) dengan mengacu pada Standar Nasional Pendidikan (SNP) untuk menjamin kualitas pendidikan dalam rangka pencapaian tujuan pendidikan nasional. Perubahan kurikulum ini memang bukanlah sesuatu yang baru. Akan tetapi, perubahan kurikulum, dari Kurikulum Berbasis Kompetensi ke Kurikulum Tingkat Satuan Pendidikan, menjadi tantangan baru bagi guru. Paradigma guru yang terbiasa sebagai pelaksana kurikulum, tiba-tiba harus/dipaksakan untuk menjadi pengembang sekaligus pelaksana kurikulum (sebagaimana dituntut dalam KTSP) tentu bukan pekerjaan mudah. Karena itu, implementasi KTSP masih akan menghadapi banyak kendala.
